Low GPU usage, Low FPS

CPU: AMD Ryzen 7 3700X 8-Core
Memory: 3200 MHz DDR4 32gb
Storage: 1tb SSD
GPU: RTX 3080 TI
I have 16GB of ram allocated to Minecraft (Only around 6% is used in the lobby)
CPU is at around 18% when the game is running
GPU goes from 30% - 50% both with unlimited frames and capped at 240/250.
My monitor supports 240hz and I want to hit that, but my GPU is refusing to use 100%, and I dont mind doing that.

Operating System: Windows 11
LabyMod Version: 4.2.28
Minecraft Version: 1.8.9 Forge/1.20.1 Fabric
Installed Addons: Forge: ChatTranslator, DamageIndicator, Flux, Fullbright, Hyplus, TNT Timer, ToggleSneak, Optifine. Fabric: Fabric API, Iris, Sodium.

    happens also with me even tho i got like a ryzen 7 5700 with an RTX 3050 OC edition from MSI

    dont mind me the memory tho
    but same thing with the GPU being capped at 40% while knowing the minecraft can go furthere and being used
