Fabric loader failed to load fabric API

Here is the crash report:

I created a modpack with extra mod loader(fabric loader 0.16.8) and add some mods,but it crashed.So i deleted some of them until only fabric API-0.11.0-1.21.1 remains.
but it still crashed.

Operating System: Windows 11
\LabyMod Version: 4.2.44
\Minecraft Version: 1.21.1
\Installed Addons: fabric loader

    by the way,it's need to pay attention that i have just update my windows version to 24H2,may be it's where the problem exists
